The "Daily Herald" publishes tho'tc*t of the Council of Action manifesto announcing the intention of reopening the. fight with the Government on tho question of- the resumption of trade with Russia. The manifesto states: "We. want peace." • "The Times" indicates that there will be early resumption of British, and Runsian trade, but the "Daily Mail" and the "News" lobbyists fieclare that n strong Bection of the Cabinet, headed by Lord Curzon, Mr. Winston Churchill, Mr. Austen Chamberlain, nnd Mr. .W.
