ENCOURAGING REPORTS. The Prime Minister stated yesterday that he had received encouraging reports from Mr. P. Hally, who is trying, as Conciliation Commissioner, to effect n settlement of tho points remaining in dispute between the coal mine owners and tho miners. Mr. Hally is at present visiting some of the mines for the purpose or examining the conditions on tho spot,
