The first meeting of tlie permanent Armaments Commission constituted by the Council of the League of Nations is sitting at San Sebastian. Eight nations are represented, including Japan. Tiio principal items of discussion are the question of employment of poison gas as a weapon of war and the question of convention as regards traffic in arms and munitions—Aus.-N.Z.
