CAPETOWN CITIZENS' APPRECIATION CO-OPERATION OF MODERATES NECESSARY Australian-New Zealand Cable Association. (Rec. August 5, 7.20 p.m.) Cape Town, August 4. General Smuts received an ovation at tho City Hall, where he was presented with an address bearing twenty-five thousand signatures of citizens, expressive of confidence and appreciation of his services to South Africa and the Empire. General Smuts, in replying, said the present political grouping could not last. Tho co-operation of all moderate elements was necessary. The time perhaps was not far distant when it would bo pos. sible to appeal to people to 6ecure <i party on strong, sane, and moderate lines.
