REFUSAL TO ANSWER. Berlin, February 9. A meeting of Army officers has passed a resolution embodying uniform instructions to war criminals who may appear before Allied tribunals. The. ox-Crown Prince has written to tho Dutch newspaper "Algemeen Handolsblad." stating that ho telegraphed to tho Kings, of England, Belgium, and Italy, the Presidents of Franco and America, and the Emperor of Japan that it was imoossible to find a Government in Germany able to acquiesce in tho demand for the surrender of the, war criminals.
