SUSPICIOUS MASSING OF TROOPS
IN EAST PRUSSIA
REACTIONARY PLOT SUSPECTED (By Teleßrapli-Prcßß Assomtion-CopyrlfrM Berlin,'Docember 14. Targe concentrations of returned soldiers from the Baltic States in East and West Prussia, are arousing suspicion. A semi-oliicial "German Gazette" says tlio Government is complying with a looal demand to maintain a frontier defence, but in eomo quarters the concentrations are regarded as dangerous. . It is suggested that the Government is yielding to the machinations of the Militarists, including von. tier Gotta and General Hoffman, who are planning a revolt designed to begin in East Prussia, where the peasants have bean secretly armed. Tho troops from tho Baltic were recently urged lo regard it ;is a duty to restore the old order in Germany. "The Times" correspondent at Warsaw estimate* that the Prussian concentrations total eighty thousand regulars, and fifteen thousand other classes. Tho strongest forces are at Bromberg, Thorn, and 111 Upper Silesia.—"The Times."
