Whon tho knowledge of the outside events became known, the Duma suspended tho discussion. M. Rodssignlce demanded that the Government should call a conference, in order to avert a crisis. The Prime Minister agreed to a conference, and tho leaders of tho Government, tho municipalities, and tho Duma met, and decided to hand over the distribution of food to the municipalities.
