The ■ Premiers' Conferenco has concluded without reaching a' definite understanding as to tho steps to bo taken for realising the financial problems with which the States are faced. Before separating, a committee was appointed which will continue negotiations with both Mr. Fisher and with London In the meantime London is bejng sounded as .to the prospects of floating loans ■ thero. Ono of the difficulties in tho > way of a settlement is that Mr. Fisher insists on the policy of "common borrower':'—that is, all loans should be raised through the Commonwealth Government, whereas,- it is understood, that some of tho State Premiers favour having a free hand, though tlioy have affirmed the principle that they must act in unity. , ' Mr, Holmaii'hinted at the possibility of the, monoy being raised both in London and locally.
