Hughes (Federal AttorneyGeneral), commenting on the New Zealand proposal to embrace in the national register of men capable of hearing arms, the question: "Are you prepared to serve in any capacity? If not,' why not?" said that it amounted to a modified form of conscription. If they are going to have conscription,'why not go right out for the object-? The Commonwealth Government was taking a war census, not for conscription, hut for the organisation of the forces of the ooiintry, industrial, financial, and otherwise.
