THE TAXATION PROPOSALS" NO TAXES ON NECESSARIES Tho Budget'will come down to-night) tho most interesting, and from every point of view, tho most important Budcet ever put before the New Zealand Parliament perhaps in the whole history of Parliamentary Government in this Dominion. It will contain references to two very, important sets of proposals, relating to taxation and to the public works loan. The taxation, it will be found when the Government's intentions are stated, is to bo spread over every section of the community able to contribute. The necessaries of lifo will not be taxed. There have been rumours of a possible import duty on tea, probably inspired bv tho knowledge that a war tax has been imposed on tea in England, but the Government do not intend to tax tea here. Beer will be taxed, but beer is not a nocessary of life. There will be no tax on any sort of tobaoco. Other taxes will bo levied on incomes, and land, and on tho totalisator. There will' bo Customs taxation also, but not on articles in common use by persona of slender income. The loan proposals are especially interesting, because it is the intention of the Government to . raise all or part of : the money in N9W Zealand. The ' amount of the loan will be about two millions sterling, and it is understood that tho rate at which it will be issued will be 4£- or 5 per cent..
