PANAMA CANAL BILL.
OPENING OF CANAL MAT BE DELAYED. By Teleeraph-Press Association-Copyright New York, August 1. Senator Lo Roy Percy (Mississippi) opposes tho Panama Canal Bill. He declares that it is in direct opposition to the Hay-Fauncefote Treaty, and is a blow to tho United States. Tho national honour of the States was too great to 6toop to the practices embodied in tho measure. Its adoption would bo entirely unworthy of tho nation. He hopes tho Bill will never become law.
Unless Congress this session provides for tho operation of tho Canal, President Taft and Mr. Stimson, Secretary for War, believe that it will be impossible for tho engineers to keep their promiso to open tho .canal to ships next year. The opinion at tho White House is that the prospect of any action this session is growing dimmer.
President Taft may send a special message to Congress.
