RUSSIAN THREAT AGAINST UNITED STATES. By Telejraph—Press Association—Copyright St. Petersburg, December 24. The Octobrists have introduced a Bill in the Duma in retaliation for the abrogation by the United States of the Treaty of 1832. Tho Bill doubles the duties on American goods and also taxes goods which have hitherto been nndutiablo at 100 per cent ad valorem, and doubles tho port and harbour dues on American vessels.
