He declared that the Government will reform the Legislative Council by providing for tho election of members on the ratepayers' roll. If a measure is passed by tho Assembly in two Parliaments, and then rejected by tho Legislative Council, then both Houses would go before tho electors.

In order to securo tho development of closer settlement, the Government intended to simplify tho process of compulsory land acquisition.

Other matters to receive attention, ho said, would bo decentralisation, the control of trusts, and tho encouragement of the boot sugar industry.
