IXFIiUEXCE OF CAPITAL. The influence of capital is towards rational peace and good government. The members of one nation who have invested capital in a- foreign country po.iscts an interest in everything that may happen in that country to affect the security and fructification of the capita!. Ak a' number of civilised nation:; cuter more largely into foreign trade and foreign investments, the foreign policv of their Governments is more directly ai'd consciously engaged in looking after the commercial and financial interests. The new and growing tendencies of a genuinely international finance must continually tend to discredit war, and to substitute pacific motives. A large and regular trade between members of two natio-s does modify the temper of their Governmollis; there is, naturally, a hesitation to injure a good customer and wreck a go-d market. Germany has had csnericn.-c of the influence of cApit.il. for France, Ilussia Britain, Switzerland, and some other «>"-' trios ouHily withdraw credits he'd with German banks, and a jcverc financial cri'jis appear? to have been averted oulv through the pacific assiiran-.es of the German Government conveyed to tnc Bourse. \ a .?, pamphlet entitled "Kurope's Optical Illusion., it is Etated, that tor Clio

successful army of a European country to invnrie n neighbouring country in order to raid its treasure, destroy its fixed property, and kill it* industries, would not merely he a booties policy, but also a suicidal one. For the damage it would indict on the finance, the industry, and commerce of its own pc-oulu, would be only second in extent to that inflicted on the enemy. ... It i? certain as anything can be that, were the German army guilty of such economic vandalism, there is no considerable institution in (tcrmany that would escape grave damage; a. damage in credit and security f.o serious sf to constitute a loss immensely greater than the value of the loot obtained.
