January . 19, 10.5 p.m.) London, January 19. The German newspapers remind M. s Fichon, French Minister for Foreign Affairs, that Holland is a sovereign nation, and not a neutral State. Interference in Dutch internal affairs would therefore be equivalent to tutelage. Germany has never attempted to influence Holland, and she will not lend lier hand to the curtailment of Holland's sovereign rights. <
