The New, York Municipality's pay roll for February shows a saving equivalent to one and a quarter million sterling per aniium. '-■ .' ■','■ ■ ■ A CHECK TO EXTRAVACANCE.' Although .its candidate for the Mayoralty (Judge Gaynor) was elected, Tammany Hall undoubtedly suffered in November last tiiemost shattering blow in its history. Tammany's other candidatos were all defeated in spite of the countenance which Judge Gaynor, as their colleague,. gave them. Thus it comes about that the Board of Estimate and: Apportionment, ; which is the executive committee or the municipal administration and holds the purse strings, will be in .the hands of anti-Tammany men of high repute and ability who can do much to check waste and extravagance; ■ The real issue at tho elections was between honest and efficient and dishonest and" inefficient government, but it was a moral as well as an economic issue. Apart from extravagance and waste of public funds, Tammany is hold responsible for the vicious social conditions prevailing in certain districts of the city. Revelations of the extent of the white slave trade have accompanied a minute and damaging analysis of the financial administration of Tammany, and a double- indictment has thus been drawn up.
