Tho Salonika correspondent of "The Times" reports that six battalions arc entraining daily for Constantinople, Sherket Pasha, commander of the Third Army Corps, is able to send a hundred thousand men to tho capi-, tal if necessary. Husni's army no longer insists on the return of Hilmi Pasha (the Grand Vizier who was deposed last.week), but demands the punishment of the instigators of the revolution, including the staff of the "Volkan," organ of. tho, League of Mahomet. Advices received in Vienna, state that today the Constantinople garrison took'the oath in the presence of the flheik-uMslam and of Edhe'm and Mazin Pashas. Then a reconciliation between the garrison and Husni's troops followed. The bulk of the garrison will be discharged, but: tho Salonika troops. replacing thorn 1 will not enter tho city at present. In tho first instance, 600, Macedonian gendarmes will be entrusted with the maintenance of order. ' The Sultan, in his overtures with the Young Turks, confined himself to affirming: (1) That he would not oppose the Constitution. (2) That ho has no objection to Parliamentary : Government with a Ministry responsible to Parliament. Rifaat Pasha, who was Minister for Foreign Affairs in Hilmi's Cabinet and formerly Ambassador to Britain, takes a cheerful view. He declares that everything is settled. Tho Ministry of War is supplying food to Husni Pasha's investing army. The Young Turk leaders, 'Ahmed Riza Pasha, Enver Bey, and Niazi Pasha, received an ovation at the suburb of Sau Stefano. l . The Towfik Cabinet has settled all formalities, and is administering the oath to the gairison. It has also been decided to tako : stcps_ in Constantinople ,to disarm roughs, in order to facilitate , tho occupation.
