The Legislative Council of Natal has passed tho South African Union Constitution Bill, which has now passed through' all tho four Legislatures of South Africa. Tho BUI providing for a referendum in Natal as to. whether Natal shall ontor tho Union was also passed through both Chambers. Parliament then prorogued, Tho dobates centred in tho agreement between tho Transvaal Government and the: Portuguese Administration of Mozambique, under which tho Portuguese Dolngoa Bay railway is ■ Guaranteed 50 per cent, of the Transvaal's overseas traffic. Tho speakoTS stated that the agreement was objectionablo, but was, an improvomont on tho present modus vivendi. It was pointed out that the agreement would bo.onforced whether Natal joined the Union or not.
