The Star's Parliamentary correspondent writes:—As rumors are_ floating about concerning the possibility of a dissolution and another election, the constitutional position, as stated by recognised authorities, is as follows :—Should Mr Massey succeed on a no-confidence vote, he has to form a Ministry and meet the House, but if he is then unable to carry on business, and he asks the Governor for a dissolution, he is not entitled to one. Whoever may have been successful in carrying a vole hostile to Mr Massey would be sent for by the Governor, and would, m the event of not being able to carry on, be entitled to a dissolution.
