The, ■'Daily Mail's correspondent at New York cables: "It is realised in Washington that the German intention is to continue the submarine campaign without restraint, 'Von Tirpitz's resignation is regarded as evidence that Germany does not desire to break off relations with America. Whatever is the truth, the United States Government believe that the submarining of merchantmen will be prosecuted ruthlessly and indiscriminately, with no regard whatever of previous assurances given. The Administration recognises that a rupture is inevitable, and that it will come suddenly and dramatically, as it is President Wilson's intention to secure Count Hernstorff's dismissal. Mr Wilson will show .shortly a new characteristic of peremptory decisiveness, and only the German abandonment of submarining merchantmen can divert a breach. Then' is no truth in the report that Washington might be satisfied with the execution of the offending submarine commanders.' ' The German' Press is arrogantly asserting that President Wilson is responsible if American lives were lost on the Sussex. Germany is carrying out her declared otlicial policy, and America should warn her citizens not to travel on belligerent ships.
