DUTCH PREPARATIONS. CH ISIS WITH (SKRMANY. LONDON, April 2. Delayed messages from Rotterdam, bearing Friday's <latf. state that Holland is calmly waiting developments. Military preparations are, general, and the Government lias taken over control of tlie railways. Ninety-nine out of 100 Dutchmen attribute the crisis to the 'torpedoing of the Tuliantia and the F'alembaiig. it is believed that there has been an important interchange of Notes between Holland and Germany, but a minority insist tliut the crisis is not with Germany.
