Radical reform sought
Communist Party leaders in Montenegro, Yugoslavia’s poorest republic, promised radical reform yesterday in response to a workers’ revolt that overthrew the region’s entire leadership. Montenegro’s acting party leader, Veselin Vukotic, told a party meeting his republic needed market-based economic reforms, respect for human rights, freer expression of political opinion, and an end to official privileges.—Titograd, Yugoslavia.
