Soviet offer
Sir, —V. Wilkinson (October 3), claims the Americans are guilty of deceptive propaganda by not accepting the Soviet offer to close their military base in Cam Ramh if the Americans close their base in the Philippines. It is the Soviets who are guilty of the propaganda because the Philippines is much more strategically important to the Americans than Cam Ramh is to the Soviets.—Yours, etc., C. B. PAYNE.
