Sir, —Peter Beaven’s views (September 22) were as a breath of fresh air. He believes, as I do, that there should be more participation in decision-making, and not local government that overrides the people. The late Paul Pascoe was an architect who also considered culture and history when designing buildings. Each structure had to have a soul. The Civic Trust, initiated by Mr Beaven, must be congratulated for its continuing campaign over the excesses of planners and developers and for awakening the public’s consciousness. Local

authorities are supposed to be the servants of the public, not its masters. We would have lost Latimer Square, Cranmer Square, the pine trees in North Hagley Park, if it had been left to the City Council. Mr Beaven is right when he says that Christchurch is losing its character. I hope that his Urban Design Group will become a force regarding future development in Christchurch.—Yours, etc., B. R.
