Fire alarms ringing in a Dunedin hotel last evening had half the Cabinet standing outside in the frost. A faulty fire alarm in the cellar of the Southern Cross Hotel brought four fire engines and members of the Diplomatic Protection Squad racing to the scene. But there were no balaclava-clad figures to worry the Prime Minister, Mr Lange, the Deputy Prime Minister, Mr Palmer or their Cabinet colleagues. Instead, they were engaged in light conversation by two young unemployed men who were sharing a bottle of vodka
