NZPA-Reuter Manila Philippines officials broke off talks on the future of the two United States bases in the country after sharp disagreements over payments, officials said yesterday. “There was substantial disagreement on the compensation issue as a result of which the Philippines panel moved for the suspension of the talks,” a joint statement issued by the American and Philippines negotiators said.
