Talks on bases break down
NZPA-Reuter Manila Philippines officials broke off talks on the future of the two United States bases in the country after sharp disagreements over payments, officials said yesterday. “There was substantial disagreement on the compensation issue as a result of which the Philippines panel moved for the suspension of the talks,” a joint statement issued by the American and Philippines negotiators said. Juanita Amatong, a member of the Philippines team at the talks, told reporters that Manila had asked for more than $1 billion in annual compensation until 1991, when an agreement governing Clark Air Force and Subic Bay Naval bases expires. She said the Foreign Secretary, Raul Manglapus, moved for the indefinite suspension of the talks because the United States offer of compensation was “far below Philippine expectations.” Ms Amatong quoted Mr Manglapus as saying American negotiators, led by Ambassador Nicholas Platt, wanted the procurement of Philippines goods and the salaries paid to Philippines workers employed at the bases included in the compensation package.
