The Sale of Liquor Bill completely revises the current law relating to where alcohol may be sold, when and to whom. Based in large part on the Laking Committee report, it reduces the number of licences from 29 to four; places the responsibility for issuing licences on local authorities; allows the sale of wine in supermarkets; and holds the drinking age at 20 years. The Local Government Amendment Act (Nd. 2) 1988 gives wide powers to the Local Government Commission to reorganise and reform local authorities. Once reorganisation is complete, only three classes of local authorities will exist: regional councils; territorial authorities; special purpose authorities. The Act sets out the functions, duties and powers of each. These far-reaching changes affect all communities.
