Public Notices RANGIORA DISTRICT COUNCIL NOTICE OF ESTIMATES AND INTENTION TO MAKE AND LEVY RATES AND CHARGES PURSUANT TO THE provisions of the Local Government Act 1974, the Rating Act 1967 and amendments thereto, Public Notice is hereby given that the Rangiora District Council at its meeting held on July 13, 1988 prepared and approved the Estimates of Income and Expenditure for the financial year commencing April 1, 1988 and ending on March 31, 1989. A copy of the approved estimates is available for public inspection during normal office hours, at the public office of the council, 215 High Street, Rangiora. Public notice is also given that it is the intention of the Rangiora District Council at a meeting to be held on Tuesday, August 9, 1988 in the Council Chambers, High Street, Rangiora to make rates and charges on all rateable property appearing in the Valuation Roll for the District of Rangiora, pursuant to the provisions of the Local Government Act 1974, the Rating Act 1967 and amendments thereto such rates and charges being inclusive of Goods and (1) A General Rate of one decimal two two eight zero (1.2280) of a cent in the dollar on the rateable land value of all property within the Urban Division of the District. (2) A General Rate of decimal three six seven five (.3675) of a cent in the dollar on the rateable land value of all property within the Rural Division of the District. (3) A uniform annual general charge of 5145 (one hundred and forty-five dollars) on each separately rateable property within the Urban Division of the District. (4) A uniform annual general charge of $B5 (eighty-five dollars) on each separately rateable property within the Rural Division of the District. (5) A Recreation Library rate of decimal two nine five one (.2951) of a cent in the dollar on the rateable land value of all property within the Urban Division for the purposes of administration and maintenance of the Rangiora Public Library. (6) A Central Commercial Area works and services rate of one decimal two two two (1.222) of a cent in the dollar on the rateable land value of all property within the commercial S, commercial 0, commercial 01, commercial R and commercial R 1 zones as stated in the Rangiora Borough Councils operative (7) An Urban Differential Rate of decimal three eight zero siz (.3806) of a cent in the dollar on the rateable land value of properties within the urban and residential zones of the Rural Division. (8) Separate Rates in the No. 1 Rangiora Drainage District on the basis of area as follows:— Class A lands $14.83 per hectare Class B lands $10.41 per hectare Class C lands $7.29 per hectare Class D lands $3.62 per hectare Separate Rates in the No. 2 Rangiora Drainage District on the basis of area as follows:— Class A lands $5.22 per hectare Class B lands $4.23 per hectare Class C lands $2.57 per hectare Separate Rates in the No. 3 Rangiora Drainage District on the basis of area as follows:— Class A lands $3.50 per hectare Class B lands $2.86 per hectare Class C lands $0.67 per hectare (9) A Uniform Charge of $9O (ninety dollars) in respect of the ordinary supply of water from the Rangiora Water Supply (excluding those properties within the River Road Water Supply area) which annual charge shall be $45 (forty five dollars) in respect of rateable property situated within 100 metres from any part of the waterworks to which water can be but is not supplied. 10 A uniform charge of $172.50 (one hundred and seventy-two dollars and fifty cents) in respect of an ordinary supply of water to all dwelling units connected to the Cust Domestic Water Supply, which annual charge shall be $86.25 (eighty six dollars and twenty five cents) in respect of rateable property situated within 100 metres from any part of the water works to which water can be, but is not supplied. Other charges are fixed by resolution of Council. (11) A unit charge of $BO (eighty dollars) in respect of the properties connected to the Summerhill Rural Water Supply, plus a charge for all water used at the rate of $1.50 for each cubic metre. (12) A uniform charge of $l9O (one hundred and ninety dollars) in respect of a supply to all dwelling units connected within the River Road Water supply area which provides for a metered supply of water amounting to 700 cubic metres for the year. Water used in excess of 700 cubic metres will be charged at the rate of 50 cents per cubic metre. (13) A uniform charge of $43 (forty-three dollars) in respect of an ordinary supply to all dwelling units connected to the King’s-Queens Avenue Water Supply which annual charge shall be $21.50 (twenty one dollars fifty cents) in respect of rateable property situated within 100 metres from any part of the water works to which water can be, but is not supplied. (14) A uniform charge of $l2O (one hundred and twenty dollars) in respect of an ordinary supply to all dwelling units connected to the Waikuku Beach Water Supply which annual charge shall be $60.00 (sixty dollars) in respect of rateable property situated within 100 metres from any part of the waterworks to which water can be, but is not supplied. (15) A uniform charge of $l6O (one hundred and sixty dollars) in respect of an ordinary supply to all dwelling units connected to the Woodend Water Supply which annual charge shall be $BO (eighty dollars) in respect of rateable property situated within 100 metres from any part of the water works to which water can be, but is not supplied. For properties connected to the water works outside the residential zone, the uniform charge shall be $l6O (one hundred and sixty dollars) for a metered supply of 700 cubic metres per annum. Water used in excess of 700 cubic metres will be charged at the rate of 50 cents per cubic metre. (16) A uniform charge of $75 (seventy-five dollars) in respect of an ordinary water supply to all dwelling units connected to the Pines and Kairaki Water Supply. x c (17) A uniform charge of $250 (two hundred and fifty dollars) in respect of an ordinary supply to all dwelling units connected to the Fernside Water Supply which annual charge shall be $125 (one hundred and twenty-five dollars) in respect of rateable property situated within 100 metres from any part of the water works to which water can be, but is not supplied. (18) Extraordinary water supply charges calculated on a multiple basis of the Uniform Fee (ranging from xl to x 24) to those businesses, industries, schools, etc. connected to the Council’s water supplies. (19) A uniform annual charge of $56 (fifty-six dollars) for each dwelling unit served directly or through a private drain to the public sewerage system in the Rangiora sewerage area which annual charge shall be $2B (twenty-eight dollars) in respect of rateable property situated within 30 metres of the sewerage system which is capable of being effectively connected either directly or through a private drain. Other charges as fixed by resolution of Council. (20) A uniform charge of $25 (twenty-five dollars) for each dwelling unit served directly or through a private drain to the public sewerage systems in Waikuku Beach Sewerage Area which annual charge shall be $12.50 (twelve dollars fifty cents) in respect of rateable property situated within 30 metres of the sewerage scheme which is capable of being effectively connected either directly or through a private drain. (21) A uniform charge of $ll5 (one hundred and fifteen dollars) for each dwelling unit served directly or through a private drain to the public sewerage systems in the Woodend Sewerage Area which annual charge shall be $57.50 (fifty-seven dollars fifty cents) in respect of rateable property situated within 30 metres of the sewerage system which is capable of being effectively connected either directly or through a private drain. Other charges fixed by resolution of Council. (22) A uniform charge of $l9O (one hundred and ninety dollars) for each dwelling unit served directly or through a private drain to the public sewerage systems in the Woodend Beach Sewerage Area which annual charge shall be $95 (ninety-five dollars) in respect of rateable property situated within 30 metres of the sewerage system which is capable of being effectively connected either directly or through a private drain. Other charges as fixed by resolution of Council. (23) A uniform charge of $195 (one hundred and ninety-five dollars) for each dwelling unit served directly or through a private drain to the public sewerage systems in the Pines-Kairaki Beach Sewerage Area which annual charge shall be $97.50 (ninety-seven dollars fifty cents) in respect of rateable property situated within 30 metres of the sewerage system which is capable of being effectively connected either directly or through a private drain. Other charges as fixed by resolution of the Council. (24) A uniform charge of $450 (four hundred and fifty dollars) for each dwelling unit served directly or through a private drain to the public sewerage system in the Tuahiwi Sewer Area which annual charge shall be $225 (two hundred and twenty-five dollars) in respect of rateable property situated within 30 metres of the sewerage system which is capable of being effectively connected either directly or through a private drain. Other charges as fixed by resolution of the Council. (25) A uniform charge of $22 (twenty-two dollars) on each occupied dwelling unit situated within the Cust Community Centre District and $l4 (fourteen dollars) on each occupied dwelling unit situated within the Rangiora Riding of the Rural Division and the Rangiora Urban Division Community (26) A uniform annual charge of $47.90 (forty-seven dollars and ninety cents) in respect of each dwelling unit or occupied building situated within the Urban Division or in the residential, urban, rural-residential or industrial zones of the Rural Division which are adjacent to the Urban Division or in Woodend, and are serviced by the refuse removal service. (27) A uniform annual charge of $32.50 (thirty-two dollars and fifty cents) in respect of each dwelling unit or occupied building within the residential or urban zones on the Rural Division which is serviced by the refuse removal service, except those properties adjacent to the Urban Division or in Woodend. An Urban Transport levy uniform annual charge of $11.70 on each separately rateable assessment within the Urban Transport area as defined in the Operational Plan. And such water rates as the Kaiapoi Borough Council shall direct the Rangiora District Council to collect on its behalf. And such rates as the North Canterbury Catchment Board and the Ashley Waikari Pest Destruction Board shall direct the Rangiora District Council to collect on its behalf. The foregoing rates and charges shall be for the period commencing on the Ist day of April 1988 and ending on the 31st day of March 1989 and shall be due and payable in the following instalments at the Council Office, Rangiora where valuation rolls and rate records are open for inspection during office hours. In terms of Section 71 of the Rating Act a penalty of ten per cent (10 per cent) will be added to instalments outstanding on the follow dates: Instalment No. 1: Due and payable May 1, 1988. Date of 10 per cent additional charge June 15, 1988. Instalment No. 2: Due and payable September 1, 1988. Date of 10 per cent additional charge October 15, 1988. Instalment No. 3: Due and payable January 1, 1989. Date of ten per cent additional charge February 15, 1989. m /mA discount of five per cent (5 per cent) of the general rate of the urban differential rate will be allowed if the total rates and charges levied are paid in full before the 23rd day of September 1988.
