System now deficient
The existing local government system had led to poor use of public resources, the Minister for the Environment, Mr Palmer, said yesterday. He said the comprehensive policy review of local government would aim to correct that poor performance. More than 600 local government units, 200 multi-purpose territorial
units and about 400 single purpose ad hoc local authorities had contributed towards inefficiencies and poor financial and organisational systems. “This has also led to poor allocation and use of public resources. There has been excessive Government involvement in the provision of local public services,” Mr Palmer
said. Mr Palmer defended the establishment of Stateowned enterprises to replace a number of Government departments. “The State-owned enterprises have clear commercial objectives. They are businesses and are expected to operate in a competitively neutral environment.
