Aid and trade
Sir, —The proposal that New Zealand give aid to the Philippines as a means of countering communism, which poverty encourages, should not be dismissed out of hand. It would benefit both countries. But I strongly advocate that nothing be done till we see how much the American Government, especially the Senate, supports the proposed strategic nuclear weapons deal and related matters. This is election year there and I believe that the mood of the American electorate is hardening against the arms race as it has done here. If so, the American hawks would continue to fight a losing battle. My pick is that the winning card in the American election game will be the promise of steadily increasing co-operation with the Soviet Union. This points to the emergence of Gary Hart, as it did to David Lange. — Yours, etc., VERNON WILKINSON. January 23, 1988.
