PA Wellington The Lower Hutt police have failed to find a pair of handcuffs missing since Saturday — or the the offender who was in them. The handcuffed man was arrested for obstruction in Upper Hutt at 5.30 a.m. on Saturday. While the police were arresting another man,

he ran off. Senior-Sergeant Peter Rodger said the handcuffs were made of hardened steel, so the man would have had to saw them off or use a cutting torch. “Since he was wearing the cuffs, a torch would have been rather painful,” he said. Sawing the cuffs would have taken a long time.
