Proportional vote

Sir,—Mr Bolger’s statements about proportional representation are ridiculous. If, after an election, Labour held 58 seats, National 55, and the Democrats seven, then Mr Lange would have four choices. He could form a coalition with National, or form a coalition with the Democrats, or form a minority Gvernment, or tell the GovernorGeneral he was unable to form a Government (in which case the Governor-General would ask Mr Bolger to do so). Given this choice, Mr Lange would probably telephone Mr Morrison to get an assurance that if he formed a minority Government the Democrats would abstain on bills relating to supply and motions of confidence. Mr Morrison would probably agree to that because it is in accordance With Democratic policy, and because it is dangerous for third parties to enter coalitions. We would then have a minority Government.— Yours, etc., JOHN RING. September 19, 1987.
