Sir,—l hope that B. F. Quinn (May 26) has a deeper concern about the demeaning of the Indigenous Red Indians, etc., than the message in his letter. Without wishing to take anything away from the courage of people involved in some of the situations he/she mentions, I point out that South Africa does not allow blacks to vote; and that attitude is supported by legislation. It is not simply a separate development policy. Reverting to the letter, it is systems that need to be questioned; and that requires involvement. People who speak out to change systems are not always popular. If B. F.
