Sir, —Earnest people have attempted by various means to induce the nuclear powers to disarm. They will not be successful until the leading protagonists are made to examine their respective philosophies and delete therefrom, by treaty, U.N. resolution, amendment to constitution, etc., those parts that a reasonable neutral would agree give serious cause for alarm to the opponent (and hence lead to arms). The glaring example is the peroration in Marx’s “Communist Manifesto” of 1848 to the effect that the communist must work for "the violent overthrow of the whole contemporary social order.” Generations of Russians, Chinese, etc., having digested this sort of philosophy from their youth, must believe it to be their duty to undermine society in other States. The communists must be given the chance to register their objections to particular philosophies of the West. Could the New Zealand Government take a lead in this? — Yours, etc., A. J. NEWMAN.
