Sir, — lam heartened to read that the Christchurch Drainage Board has rescheduled its 198687 works programme. I hope this means that the vast unspent ratepayers’ funds accumulated by the board are at last going to be used to relieve the problems of the many long-suffering Christchurch ratepayers. —

Regretably, these have been substantial. However, they do not accumulate. Any excess in one year is a credit in the next year and therefore reduces the rate requirement for the next year. The board is expecting to be much closer to its target expenditure this year.”]
