Change of rules for Govt suggested

Wellington reporter A new set of rules may need to be applied-when conferring on the Government the power to give directions to statutory bodies, according to the Minister of Justice, Mr Palmer. Mr Palmer was giving the nineteenth and final report of the Public and Administrative Law Reform Committee on “Government Directions to Statutory Bodies.” The committee identified 35 statutory provisions where Parliament had enabled the scope of an agency’s discretionary power to be limited by Ministerial direction. In its report the committee recommended changes in the drafting of this type of provision and about what to consider when deciding whether to confer such a power.

Mr Palmer said the Government would look seriously at the committee’s proposals.
