Sir, —While Mr Doug Kidd, M.P. (August 28) calls “outrageous” the Soviet suggestion for confidence-building measures, I do not think he understands the issue. We all know that suspicion feeds our fears of each other and, subsequently, provides East and West with enough motive to continue the nuclear arms race. The Soviet Government strives to break this vicious circle. To build confidence and trust between nations one has to start from small things. Exchange of information is one of many ways. 1 cannot see how advance knowledge of a Soviet military vessel’s route in the Far East can possibly harm New Zealand interests. If such an agreement is signed between members of A.N.Z.U.S., Japan, r Vietnam, China and the Soviet Union, and supplemented by a treaty to reduce nuclear ships’ presence,
