Sir,—Some time ago I wrote that American Administration policy was driving the Russian bear into a comer and putting it in a dangerously sullen mood. Andrew Wilson’s recent article spelt this out. Mr Gorbachev wants to end the arms race to allow the Soviet economy to prosper. He is being closely watched by the Soviet military hawks and if his olive branches are rejected by Reagan and company he will be ousted in favour of someone who will be prepared to do more than growl. There is a limit to the amount of bullying the Russians will put up with. The United States has the
power to be able to trust the Soviet Union while still keeping its powder, dry. Yours, etc., VERNON WILKINSON. July 24, 1986.
