Sir,—l do not share L. R. Wilkinson’s pleasure at the thought of some countries leaving the Commonwealth. Last year I wrote to the South African Government suggesting that

some modification of Fiji’s unusual Constitution might enable South Africa to give the vote to the black majority without that leading to domination of whites by blacks. It is to the credit of that Government that it has expressed positive interest in this idea. To achieve in practice what I have advocated — an alliance between moderate whites and blacks against extremists — it would probably be necessary to combine political democracy with some degree of economic democracy. Some scheme for funding a transfer of Britain’s South African holdings to South African blacks needs to be considered. Perhaps this could be associated with the establishment of a Commonwealth Central Bank with limited powers to create money to finance greater Commonwealth co-operation and development. — Yours, etc.,
