Earlier this year Messrs Mason and Morris completed a review of the Post Office, its organisation and management structure, and along with Dr Congreve served on the Post Office review

The Postmaster-Gen-eral, Mr Hunt, said considerable work had to be done and that it was neither necessary nor desirable to wait for the passing of umbrella, legislation to start this work. When they were announced, the establishment boards would reflect both the commercial interests of each enterprise and the interests of the public, he said.
The three boards would have the task of creating working entity by the target date of April 1, 1987.
