Sir, —At the moment Mr Gorbachev is winning the propaganda battle hands down. He is holding out the olive branch with some feeling after the Chernobyl accident and Mr Reagan and his commanders can do no better than totally reject it as “a propaganda ploy.” This Is stiff-necked policy. Realism would show that, whatever revolutionary ideas the Russians once had for conquering the world by military force, they must have evaporated by now. Chernobyl proves that only a few dozen nuclear weapons on each side would inflict enough damage to be an effective mutual deterrent. The Americans are behaving immaturely, wanting superiority in everything, from nuclear missiles to pickaxes. As a nation they are capable of practical, constructive ideas but just now they are more intent on destructive criticism of the ideas of others.
