Aquino offers carrot and stick
NZPA-Reuter Manila The Philippines President, Mrs Corazon Aquino, has offered an honourable peace to Communist rebels but said she would crack down if they spumed her overtures. Adopting a carrot-and-stick approach, Mrs Aquino, said she would deal only with the top leadership of the Communist Party, that she would soon lay down a rigid timetable for a cease-fire and, "If the peace initiative fails through no fault of the Government, it will not be the old dispirited Army of Marcos that the insurgents will face.”
