Sir, —Once upon a time there were few Army wives. They were kept mainly for protocol purposes and were protected against spouse rape by King’s Regulations. Thus, the abuse problems stated by J. Flowers (“The Press,” February 13) were rare. Soldiers were discouraged from entering a state of constant conflict between marital ties and martial duties. Thirty odd years ago that humane policy was discarded, causing an upsurge in wives with consequent stress on soldiers and strain on military budgets. When stressed soldiers are blocked from the outlet of wife abuse they may breakout by thumping their superiors, which is prejudicial to good order and
