One-city plan
Sir, — I read with interest the proposal to amalgamate Christchurch City; Riccarton Boropgh, Waimairi District, and Heathcote County into one big, new metropolitan council with the carrot of a possible saving of $5 million a year. This sounds more like a Big Brother story, especially as once again it looks as though the ratepayers, those concerned, will have little say. I suggest that the decision for this latest move be one based on what the ratepayers want as per a referendum. — Yours, etc.,
M. J. DONNALL. February 21, 1986.
