Making misusers pay
Sir,—l have read with considerable interest your editorial of Thursday, January 2,1986, “Making the misuser pay.” It is a thoughtful and constructive contribution to a potentially important and growing social problem and that is the affordability of insurance. In recognising that forms of compulsory insurance are no answer to the problem; that increasing cost of claims must inevitably raise premiums; that the answer to that is in many instances an improvement in social responsibility; and that there are some constructive things that can be done through our existing institutions, such as a more vigorous use of orders for restitution by the courts; you bring a constructive note to a debate which has sometimes been merely querulous.
