The tender by the builder, Paynter and Hamilton, Ltd, was for a three-storey building, providing about 2900 sq m of office space, a basement and roof space. Changes to the original allocation of space in the building, however, have made it necessary to expand into the roof space, which was to have been left mainly unfinished.
