Sir,—Back in the twenties, an American satirist, H. L. Mencken, wrote that “any American who can count up to 10... is forced, willynilly, into a small aristocracy of Intellect." Just over half of the Waimairi councillors apparently cannot count up to five. Twentythree thousand questionnaires were sent out in a recent survey: that means at least 46,000 possible replies.
