Sir, - Either we continue to be plagued with increasing rates or we demand a change in the system. A uniform charge is provided for under the existing Local Bodies Act, and this would be a start, with all property owners paying the same amount for services. An “amenities tax” levied and collected by the Government would then be rebated to local bodies once their expenses for libraries, museums, parks and reserves, transport, street lighting and general maintenance had been approved. It would need to be specifically identified as an amenities tax so that all would know they were paying their fair share. Some people rightly shy away from any proposed citizens’ tax because it is too general. Any councillor who defines rates as a property tax clearly misunderstands his or her responsibilities. — Yours, etc., RAY ROBINSON. August 15, 1985.
