Given the rate of progress being achieved, however, on such projects as the widening of Fendalton Road, the Boon Hay Deyiation, the re-modell-ing of Victoria Square and the Opawa expressway, there no longer

may be need for any such reports that may (or may not) examine the options, impacts, benefits and disbenefits. Everything, not by grandiose design but by attrition and stealth, will be built.
