Minimum-income plan
A minimum living income, to cover all New Zealanders with no other means of financial support, has been proposed by the Canterbury Women’s Employment Trust. The proposal was put to the Budget ’B5 Task Force hearing in Christchurch on Monday. The proposal did not include means testing, contrary to a report in “The Press” yesterday. The representative of the trust at the hearing, Ms Jan Andrews, said yesterday that the trust advocated
people being treated as individuals for tax benefit purposes, rather than as a family unit. “We are trying to avoid means testing, as much as possible,” said Ms Andrews. The allowance should replace all personal benefits, she said. Everybody, including those caring for children and elderly people at home, would be eligible for the entitlement. Marital status should not determine whether the allowance was granted, said Ms Andrews.
